In my experience, using the console to tamper with your level (setting it below or above what it was, or using the advlevel command) results in the XP bar getting stuck temporarily. Turned in about 50 pieces of scrap metal to Walter and there ya go, level 29. I used the Then and Now! perk which boosted me 4300 XP to level 30 and then I used the Karma balancing perks to get the level achievements. BOO YA! The easiest way to do this. LOL.

Like, if you're at 20k exp, and you need 30k total exp to level up.

The codes in this game are mostly the same as they were in Oblivion. If you want more bottle caps go to the console and enter the following: player.additem 0000000F 1000. That will give you a cool 1,000 bottle caps. Change the last number to change the amount you get. Anyway, hopefully you play through the game at least once before you cheat it.
